The TOGETHER project aims to enhance coordination and governance in Disaster Risk Management (DRM) across multiple sectors and administrative levels. The project addresses persistent challenges in disaster governance, such as fragmented institutions, limited data sharing, and insufficient collaboration between authorities, researchers, civil society, and private stakeholders. By fostering integrated approaches and innovative tools, TOGETHER seeks to strengthen the capacity of European communities to anticipate, prepare for, and respond to climate-related and multi-hazard risks.
A core activity of the project is the development of the TOGETHER Toolkit, which integrates interoperability frameworks, an AI-enabled multi-tool system, and governance solutions to transform data into actionable insights for decision-makers. These tools are designed to support better situational awareness, risk-informed planning, and coordinated responses during crises.
The project implements Disaster Risk Management Innovation Hubs (DRMIHs) in Norway, Spain, and Greece, where solutions are co-created and tested with stakeholders through participatory processes. Replication studies in Portugal and Turkey will further validate the toolkit’s adaptability across diverse governance contexts.
In addition, TOGETHER organizes stakeholder forums, training activities, and collaborative events that bring together scientists, policymakers, practitioners, and citizens. Through these activities, the project aims to strengthen cross-sector partnerships, improve disaster preparedness, and contribute to building resilient societies capable of managing complex and evolving risks.
The contributions of the Eucentre Foundation mainly fall within WP2, WP3 and WP4. In particular, Eucentre (i) will contribute to identify the best option to ensure the interoperability with existing systems (WP2), (ii) will provide advice for the implementation and validation of the TOGETHER Toolkit (WP3), and (iii) will lead the production of Deliverable D4.3 providing recommendations for replication of the toolkit (WP4).
