The midterm review of the Sendai Framework highlights persistent challenges in disaster risk reduction (DRR), particularly the limited coordination among disaster risk management agencies, sectoral ministries, stakeholders, and policy frameworks. These gaps continue to hinder coherent planning and effective decision‑making. Recent disasters have further underscored the need for more integrated, multi‑sectoral approaches, stronger decentralisation, and improved risk‑informed decision‑making. This growing awareness has reinforced the shift toward participatory governance and people‑centred strategies, which emphasise the active involvement of local communities and stakeholders in building resilience. Recent studies also point to the added value of collaborative models, such as public‑private‑civil partnerships, in enhancing disaster risk management and strengthening adaptive capacities (Jaumouillé et al., 2025; Rimlinger et al., 2025) [1].
The Public‑Private‑Civil Partnership (PPCP®) is an inclusive and participatory approach designed to strengthen the engagement of stakeholders from the public, private, and civil society sectors in disaster risk management and climate resilience. Its primary objective is to support territories in co‑constructing effective responses to disaster risks. By fostering stronger stakeholder participation and improving coordination across governance levels, the PPCP® approach enhances societal resilience and promotes participatory processes that lead to more integrated and informed decision‑making.
Within the TOGETHER Project, the PPCP® approach will be implemented in three Disaster Risk Management Innovation Hubs (Oslo Municipality in Norway, Egaleo Municipality in Greece, and Orihuela Municipality in Spain) through four dedicated Labs. The first PPCP® Lab was held in Oslo in March 2026, initiating a promising dynamic of exchange and co‑creation among stakeholders.
